About
Honoring the wishes of Lela and Charles Hilton, Legacy Golf Club is named in honor of their beloved son "Chip." He started playing daily at age 9 with a genuine love and excitement for the sport. He was on the Bay High School golf team, apprenticing with golf pro-Kenny Lind and made golf his vocation. As a professional golf instructor, he taught his students invaluable life lessons, emphasizing that golf is not a game of perfection but a comeback. He also believed golf was more than just a game; it was full of essential life skills such as patience, perseverance, determination, and overcoming obstacles and setbacks.
The golf club, established in 1965, is a championship course with challenging greens designed to test golfers with even the sharpest short-game skills. The fairways are generously sized with lakes and white sand bunkers that fiercely guard the elevated greens. Players should be prepared to use every club in their bag. The golf course is challenging but fair and enjoyable, making it a good test of skill without inciting frustration. Its playability, enhanced with three sets of tees, has made it one of Florida's most popular tracks. Legacy Golf Club also boasts extensive practice facilities, including a lighted driving range, chipping green, expansive putting green, Executive Course, and Bar and Grille.

Winter Conditions Improving
The fairway grass is starting to come in nicely; getting a little more roll in the fairway on drives. The greens are coming along nicely, too. I enjoy playing this course while being a snowbird down from Canada.
Winter Golf
The course was fairly empty due to clouds and chance of rain, but I enjoyed the round as a single, playing through only a few foursomes and finishing in 1 hour and 39 minutes. The fairways are a bit bare but the greens roll pretty well. The rough isn’t an issue.
Ouch! My Wallet Hurts
First of all, is it Legacy Golf Club or Holiday Golf Club? The website (www.legacygolfpcb.com) has both: click on tee times and the main window says Holiday while each tee time box says Legacy; the contact info on one page says hank@holidaygolfclub.com; even a sign inside the clubhouse says Holiday Golf Club.
As noted in a previous review, the price is fairly steep compared to courses we've played here and between here and back home. Without GolfNow discounts it would have cost over $160 for the 2 of us. My guess is with only three "public" 18-hole courses they can pretty much charge whatever and not suffer.
Despite the price, the GPS carts, putting green, 5 tee boxes, fairways, bunkers, and greens were in good shape. The layout was challenging with plenty of must-carries and sand. In addition, on this day the course greens did not match the practice one for speed, which took a few putts to realize they were actually slower.
I can recommend the course but will not play again unless the price comes down.

I enjoyed my round Pro shop, starter, and beverage cart lady were very nice. Pace of play was steady and golf carts were nice. I would recommend this course to anyone.

What they charge these days at Legacy is ridiculous. But when you pull up at the bag drop and the old guy tells your daughter “Tell him To hurry up”, are you freakn kidding me. They’ve lost me and many others as customers
Overall good course
Doglegs and challenging greens make this a fun course. It rained all day Saturday and we played Monday morning, the course was in great condition. Green fees a little high, but we did have a good time.
A strange day
Friendly staff, nice layout, zoomed around the course. It was a mud pit. Most balls plugged and no roll at all.. probably not the courses fault but rates are high for those conditions. Nice place, poor conditions.
Decent Course
A pretty decent course in the PCB area. Good condition. Nice layout. Some challenging holes. Staff was a bit surly on the day I played. Starter was downright unpleasant which marred an otherwise pleasant experience. Not sure if I'll be back.
Course was very wet
We were not informed of how wet the course was. Only told to avoid driving on certain holes. It was very wet and muddy to walk on or hit the ball from. We are here for the month of Feb in Panama City Beach. We might have been given an option to play another day.
Not a good Legacy for this course
The self proclaimed “best greens on the beach” golf course was anything but. Most of the greens were littered with uncut Poana making them almost unputtable. Legacy was its typical soggy, muddy mess. We played on a Wednesday. It had rained on the Monday. Should have known better - DO NOT play Legacy if it has rained within the previous 72 hours. Zero drainage on the course. One hole was so muddy they pushed up all the tees to the yellow blocks - rendering an otherwise challenging hole as a joke.
Oh, and a group who were an hour late showed up and were jammed in between our time and the tee time in front of us. Pace of play was a joke. The 17th hole was under construction and thus out of play….well at least that allowed us to make up some time!
This is a wildly overpriced and poorly maintained course. The layout actually has some potential. They will need to spend serious dollars to deal with the terrible drainage issue. Such a shame that we lost Hombre in Hurricane Michael instead of this one.
Average!
Course needs some TLC. New carts - plush seats ! Seventeenth hole under construction, but no reduction in price. Poor value !
Very Soggy
The course had some very wet holes from rain 3 days earlier. Poor drainage is obvious.
We played last year and it was much better.
Many holes were cart path only and walking across to your ball meant wet feet.
Course did not inform us of this ahead of our round. A discounted rate would have been nice.
Fast Greens
Course was fun and fairly challenging, however, easier than most courses in the area. The greens were much faster than any courses we play in Middle Tennessee. We will play again.
Just Curious
..The four of us consistently had PLIG issues on every type of shot...which makes no sense what with the winds and lack of rain for the past several days...UNLESS the grounds crew went a LOT over board...which is the probable cause...it did impact a lot of the wedge play from 75 yds in...but drives were not rolling at all as evidences by the amount of MUD on the balls and wiping the caked on stuff off...divots do have the repair sand...would suggest starter remind folks it is to be used...
GPS on the carts is great and it keeps you out of the wrong places by shutting cart down, so you have to back up to go where you are supposed to...
Might remind folks, at check in, there is a par 3 in the back still under completion...GUR probable for reminders
Finally, there are several greens that have some foreign growth on the surface and if you like basketball lags, there are a few that need ASAP attention...or if nothing else...roll the greens
Just a nice place to play but, the course conditions do vary as suggested...and its my third time through...will play yet again in the future...provided the pricing doesn't get too high in advance of the incoming spring break/Feb arrivals...LOL
