I played on both 9/2 and 9/3 despite the aeration alert and negative reviews on the conditions at Friars. I won't comment on aeration since it's normal for course maintenance other than to say golfers can make adjustments - hit the putt a little firmer, give it a little less break, and you still have a good shot at making the putt.
I will disagree with all the reviews slamming the conditions at Friars. Yes, there are some bare spots. Yes, they are laying sod on some of the fairways (Specifically, the tee area for holes 1 and 7 is about 50-100 yards ahead of the normal teeboxes, probably to encourage golfers to stay off the newly laid sod). However, I would not classify this course as unplayable. To the contrary, I enjoyed my round and the conditions did not bother me (and don't tell anyone, but I teed off from the normal teeboxes on 1 and 7 anyway). The conditions aren't perfect but they are good enough for a convenient round of golf in the middle of the city, especially for a discounted rate (and I was very pleased with the price paid).
Presidio was in good condition. No complaints there.
In summary, I played here two days in a row and enjoyed myself both days. The course is relatively trouble-free, the amenities are sufficient, the conditions are decent (Friars is not perfect but it's good enough) and the location is very convenient. If you're able to secure a hot rate and don't want to waste time driving over 30 minutes north, south, or east, then I don't think you will be disappointed with Riverwalk (contrary to other recent reviews).

I'm not an expert on CA courses, but this seems like a fair representation of a CA municipal.
The conditions were decent considering the summer season and perpetual drought. There was plenty of grass, and also plenty of bare spots. There were signs on the course indicating this course uses well water for irrigation, so it might be in better condition than other courses in the areas.
The greens were all nice. Maybe a few ball marks here and there, but not the fault of the course (come on golfers - fix your own divot plus one more every time).
What really stood out to me was the friendliness of the staff in the pro shop (this was huge - I forgot the guy's name but he was super friendly), in the snack bar (also very friendly and cute), and even on the course. I've never seen this before, but they had two volunteers riding around the course with water coolers. I saw them multiple times during the round and took advantage of the free, delicious water.
While the course itself wasn't exactly super scenic or the best conditions, it was a nice round and I wouldn't hesitate to play here again if the price and timing were right.
