Paako Ridge outside Albuquerque NM is a special course. Currently open to the public, it will become private when all the lots are sold. The first two nine holes are the best to play. Golf digest rated it in top five golf courses in the country...
Middle Bay CC on Long Island (Oceanside, NY) sustained damage from Hurricane Sandy went bankrupt and was restored and now public (The Club at Middle Bay). In very nice shape with very reasonable green fees. Several holes border the Atlantic. Can be quite windy and a nice challenge.
I live in Sun City Az. Your attribution of such a club in Sun City Az is not so. That course may be somewhere in Az but not where I live.

Cherokee Ridge at Union Grove, AL (just south of Huntsville) is a wonderful course that is in such a transition. I've played many of the best known courses, including the Ocean Course at Kiawa, and this course doesn't take a back seat to any of them. Facilities are great, including the guesthouse, and there's a requirement for every club/shot in your bag on every round.
South Shore Country Club which is a 9 hole Tom Bendelow design, ( East Lake, Medinah, Algonquin, etc ) on the south side of Chicago can be played for $15. It is a Chicago Park District course now and a 9 hole course. The old club house was where the final concert scene for the Blues Brothers was filmed. There are several holes along Lake Michigan which are interesting.
