Does this course have a greens keeper?

This layout has all the potential to be a South Florida gem, but the course conditions are sometimes just jaw droppingly bad. The greens were completely reseeded several years ago, but today you would never know it. Traps are full of stones and usually unraked. It's just a shame, but if you can tolerate the flaws, it's a wonderful setting and a challenging layout.
