I want to be balanced in this review. The course isn't bad. My low review is more about the service and amenities of this course, in comparison to other courses I had played in the week (including PGA West and Desert Willow).
It was a turn off that I had to find the restaurant and pay for coffee, it should be offered free. The driving range is the worst experience I could imagine, hitting off of turf and into a net. I suppose this framed my opinion in a negative manner from the start. I also don't like the non-conforming tee box colors.

I felt like I was checking into the Waldorf Astoria. Every aspect of my round was accommodated by the staff - they are the true differentiator at this course.
Indian Canyons Golf Resort - South Course

I have played this course twice this year, and in both instances was underwhelmed. The starter was nice enough, but the course conditions were sub-par to say the the least. The tee boxes need to be manicured and the sand traps were very hard with no ability to get a wedge into the sand. In both instances, my club came up with clay stuck to it and bladed balls.
The driving range may as well be a field for livestock. It is actually laughable.
I wrote the General Manager, who had plenty of defenses and little empathy for providing refunds or any other consolation.
My year-over-year impression of Oki courses is that they are over rated. Needless to say, I will never play Echo Falls again and this may be my last year as an Oki card holder.

This is an average course, but they created an incentive, which is two beers, breakfast and lunch included with round and cart for $75.
It is a great deal, but I think everyone knows about it and it is in turn slowing down the course, impacting conditions and service.
The course is nice, although it moves a little slow and you have to pay for the driving range separate from a round, which is already expensive, relative to the other public courses in Palm Springs.
The course is 4-star but the experience is more like 3. I had a recent frustration trying to book a tee time more than two weeks out. The website only supports two-week schedules, but states that you can call the course if you would like an appointment further out. It turns out this is not true.
Now my party of 8, who have never been to Indian Canyons will be instead visiting another course that can accomodate our reservation.
